About HA yes it is buged and some times do not start.

Now we have 10% less damage with lightning staffs, just because it is lightning, not fire staffs in same builds !
We like lightning staffs. Why is it so underperforming ? Sets are nerfed, skilks do less damage.
It do not feel right.
Even in other games - there are cool lightning thingth, as example waffentrager tank.
Why in TESO lightning staffs get so much nerfs ?
Why so small number of lightning weapons/skills/sets ? (Or it works/looks bad and have bad numbers)
I like to play Templar and DK. But I want to play with lightning staff. Why I can play with any other weapon, but lightning staffs are always underperforming ?
Why not to buff already this weapon, to make it the same good choise like all others ?

Because they hit multiple targets...... This is not complicated. You can not have a weapon that hits multiple targets hit them all at the same damage as a single target weapon. It is the same with aoe skills verse single target skills. This has been said over and over and over. It IS a good choice for trash mobs. It is intended as a choice for overland, arenas, and the like not pvp.
And the changes were posted in patch notes right along with the changes to resto. No one likes their damage nerfed but most weapons got one. Duel wield saw a 22% nerf.
Issue happens persistently on consoles, I can speak for PS5 but I'm sure Xbox users have the same issue, and gamepad mode (PC).@redlink1979 One clarifying question. Is this for console you're having this issue?

All weapons are affected.
It's super annoying on healers, it's super annoying when you wish to include a heavy attack on your parse to restore some of your resources.

We have as example Master 2 handed weapon.
The same time - you can do LA + AOE skill, or you can do HA of lightning staff.
With fire staff some AOE skills are buffed as single target - so even so you can get more AOE damage with fire staffs. As example on 3 targets.
So I see no answer in your post.
The same I do not see what was told a lot of times - because on real examples it just the same do not work.
Even on HA of lightning staff - on small HP targets your HA would start stuck, so you will not do so much damage as you expect. Sowe sets will not even activate, as example storm master.
So - I do not see some real data under your post.
Thats why as example there is not to much lightning staffs users in top logs.
They do less damage, they are underperforming.
And now when they are underperforming even in some AOE situations, it is good opportunity buff its solo damage.
Dual weild is META weapon. So it shows very good DPS numbers. If other weapon show less numbers and is not used due too its bad DPS values - it needs buff.
