Have to click rez twice

This has been happening for a long time for me and im wondering if its an addon doing it. When I click F to rez a downed player it starts to rez for half a second and then stops and I have to click F again to rez. Any idea what could be causing this?

So what happens is I walk into range of downed party member, hold F to rez and the animation will start and the circle will start going around for not even a full second and then it stops exactly like I just let go of F. I then rehit F and it channels through and completes the rez. Im thinking it must be an addon interaction or a bug. I dont see this happening to others when they rez me.0
