its based on kills while in werewolf form.
good way to cheese the first 3 levels is practice your infinite WW form in the quest area before leaving then go to an XP grinding location or any big delve with tons of small adds and just go ham and grind out rank 10.

I maxed the WW in the quest areaBack then uptime was a issue and this was not in the quest area a problem
