This is not at all a comparable situation, though.
ZOS is not transferring anything anywhere, despite the inaccurate verbiage in their own announcement. They themselves have said they don’t have the tools to transfer data to another server, even if they wanted to.
It looks like Rockstar does have those tools and has to move data to a different server for Stadia users to keep playing. They are choosing to put restrictions on it, but they are actually offering to do more on their end for Stadia users in terms of actual transfers.

You must be new here. There are reasons people hate on ZOS, deservedly so... and they've probably been here for years and lived through all the ups and many, many more downs.

Either way it has nothing to do with kindness and everything to do with profit. One company has decided they'll make more money doing it one way, the other has decided more profit will occur doing it another way. Let's not confuse the fact it's all about money and not kindness.

It's acceptable to post about problems with ESO on the official ESO forums. Where else should they be posted? Or do you think nobody should ever complain under any circumstances? .... even when there are issues like the stuck in combat bug that has existed for years and still causes problems?
If it's not acceptable to post complaints on the official forum, what do you suggest players do when they have problems with the game?

From my understanding, if you bought the game on stadia you have to buy the copy for pc to play, but stadia is refunding the cost of the stadia copy, so it's a wash.
As a side note, I'm sure that the requirement to purchase the stadia copy to play there, even though you had pc copy, had nothing to do with ZOS and everything to do with stadia....

Nope, what ZOS have said is if you own the game on Stadia you'll be able to play on PC without buying it again.
"We are happy to announce that all Stadia players can now log into their ESO account page and download and play The Elder Scrolls Online on PC/Mac, with no additional purchase required."

That's the nice thing ZOS did (regardless of their reasons for doing it). They could have kept the requirement to buy it again and just said since Stadia is going to refund everyone it will work out, but they made the decision to let those players install it on PC for free.
