Too weak to level

    Just a small point, at level 9 the quests I usually have (except of course Undaunted) are below me. Have you done the tutorial islands?

    You have obviously missed a lot of content already since when you leave the starter island you are roughly around lvl7. Then when you hit the quests in the first main town you are lvl9. Add this to the first main quest and a few public dungeons you should be at the very least one level above [or very close to it] any content on the first area.

    So my suggestion is to go back to the starting area, and look for the questline that will get you to the starter island and complete it if you have not done so already.

    An update on this, I just grinded mobs for xp until I leveled from 9 to 10. When I did I instantly doubled in power. I literally went from needed 30 hits or so to kill a mob to being able to kill them in 3 or 4 hits. The change was so sudden it was like a switch flipped...

    I agree with the others. You definitely missed some quests and probably shards. Also, it sounds like you are not stealthing enough, along with possibly not powerful enough weapons. While I did do night blade for the two beta weekends I did play in I pretty much used the same sneaky underhanded tactics I used in other ES games. Using stealth along with disguise, veiled strike and killers blade I can take out 3 NPCs same level. Ones a level or two below me are pretty much a one shot kill.

    It's sad the game sucks so hard the first 10-15 levels. I think it's why so many people have a bad attitude about the game, they got so frustrated with the first 15 levels that it sets the rest of the game in a negative light.

    It might have been a huge mistake to not start players out on the starter islands, and gave players a chance to skip rather than starting them in town and giving them a chance to go back.

    Sure, all the uber elites who played the beta for months ahead of time have no problem starting in town, but they are coming out of the gate with extensive knowledge of the game and the most powerful builds based on that knowledge.

    However, the best tip anyone can every give you starting out in ESO is, use the cooperative open world PVE system to your benefit. If you are weak, stand by a quest giver and wait for someone else to pick up the quest, then run around with them and kill the things they do, you might even make a friend.

    I agree @Thunder, not putting people on the starter islands at the beginning is often the cause for this. I didn't play the Beta and I had no idea there were starter islands, because the quest told me to go elsewhere and I tend to finish up with the area I'm in first. Easy mistake to make, I think.

    I found the starter island because I was puzzled at being so under-leveled for my quests and found the answer through the power of Google. ;) DC is especially confusing (compared to AD, I haven't played the EP yet).

    It is one of the things they could stand to break immersion on. I like not starting on the starter island. It is a more immediate sense of look at this town and all this stuff around me!!

    But they could have used a little more urging and some nice bold print or giant arrows or anything on the quest you get that points you back to newbie island. As a few other said, if i didn't know what it was i would never leave an area i thought i had quest in, to go to another quest area.

    I dont maybe there is something in the dialogue that says newbies go here, that i dont remember hearing.

    EP is the worst especially if you just started the game. You are sent to the docks by some random guy, but the docks are on the other side of town and hard to get to. My first character didn't quite get what that npc wanted and found some other quest . I was lucky that I didn't like how he locked and created another character.

    Not exactly on topic, but if you do make it to level 15, when weapon (and skill-set) swapping becomes available, you may want to consider having one set of abilities for dealing with individual targets, and another set for engaging multiple enemies (say, with dodge bonuses or damage mitigation, and some area or multi-target attacks). I've fared quite well with that approach so far.

    Zeni doesn't really make this clear, but the first NPC with the quest arrow you see when stepping out of the house you start in is the person who leads you to the docks to get to the starting islands. They changed the starting island situation because in beta hordes of people were complaining about wanting to the skip the first islands.
    I think this was a mistake, since those islands are important to leveling, but they implemented what a large number of people gave feedback for. It's great that Zenimax listens. Bad that they chose to listen to this particular piece of feedback.
