    A beautiful staff with a beautiful effect. And spoils the blot in the effect.

    The effect is bugged and broken and almost all of these Rune Priest weapons, ZOS has yet to comment on it or implement any fix - based on prior behavior, I very much doubt they will. Quality control has appalling lately.

    That blot is essentially a broken misaligned rune.

    Just thinking out loud here: It's not that more runes lit up when your ultimate get charged up? So full ultimate = all runes lit up?
    And so the Elder Scrolls foretold.You will be shy, and I will be bold.
