Cannot combine indrik feathers

Anyone else experiencing this? Have tried:
1. Logging out.
2. Shutting down game and restarting.
3. Repairing launcher.

Newp, you're right! There's a fourth berry. I was expecting a greyed-out imprint, below, showing the missing piece.

Honestly, seeing how much confusion these fragments caused, even after this awful fragments system, ZOS should just raise a cap and be like "save N tickets - get a mount"

(I dislike this system because before that you could just buy or trade fragments that dropped from event activities, like ones for the voriplasm pet, from other players, now you can't)
