Flurry is not a DoT. It was changed in 2019, at the same time as Puncturing Strikes, to be direct damage. ZOS has repeatedly needed to “fix an issue” where Thaumaturge and other DoT bonuses were applying to Flurry (see 6.3.4 and 8.1.2). ETA: Master at Arms correctly buffs the skill, since it is direct damage now.
Unfortunately lots of inconsistencies still remain, such as the color of the combat text and the fact that it can still proc some DoT-based sets.

God forbid ZOS actually put in the tooltips what kind of damage a skill actually is to make it easier for its players and maybe help them with their own inconsistencies.
