Sigil of Imperial Retreat is CHARACTER BOUND?!?!?!?!?!?!?!?!

I thought I would be able to bank them and use them on all my characters but it turns out now I am stuck with 20 retreat sigils on a single character.

✭Ouch, sorry.
If you didn't know, the cheap version of the retreat sigil is queuing for a non-full Cyrodiil campaign then queue back into the Imperial City.
Works just as well as a Sigil provided Cyrodiil campaigns aren't all full which is basically always true.

I knew but my guild master said it would be good to always have at least one on yourself at all times in IC. So I thought it would be a good idea because I have 18 characters and I wanted to round to 20

The Cyro one was introduced well after the IC one. It’s quite possible (based on other comparanda) that they decided to make the Cyro ones account bound when they created those but forgot or didn’t want to spend the time/resources to update the IC version to match. Might submit a feedback report asking for consistency.2 -
