This only exists for werewolves iirc- shapeshifters coil, and a drop set from one of the base game zones.
Would you like to see nightblades getting discounted incap strikes?
Personally I’d see it becoming an issue for PVP and snowballing from there with nerfs incoming

Two, actually, Potentates being Cyrodiilicly pvp sourced. both 15% reductions. Sorcs also get a passive that reduces ult cost an additional 15% ¯\_(ツ)_/¯

So an imperial sorc wearing potentates, akaviri dragonguard would have minus 6%+15%+15%+15% ultimate cost reduction?
-6% imperial passive
-15% sorc passive
-15% potentates
-15% akaviri
Right?
