Why this game will never be balanced.

As you may know, there are 2 pillars in the ESO game mechanics that had to stay true and any modification to it would ruin the game in the long run.


These two pillars are

1. Smart Healing

2. 5-Skill Slots (available for use to you)


Zos has never really touched smart healing. Namely because of console players. So that pillar is standing strong. The 5-skill slot pillar has collapsed and what's been ensuing is the fallout of the collapse. There were minor cracks in this pillar that were not to serious. They could be repaired. However, the irreparable cracks started to show when the first Mythics were released. It was because ZoS wanted a way to get around the 5-skill slot requirement and increase DPS. They could not just add more buttons because of console controller limitations. They did this by adding Procs into the game. Whether it was because "Other MMO" did it or they needed to get around the 5 slots, this was the start of something. First it started with a simple 6th skill. This was loved by both PVE and PVP and those who didn't have it could still manage. It sold like hot cakes.

Then, ZoS decided to build the next years on this concept. I knew where this was headed. If you've seen early prank YT channels, you know how they had to keep going crazier and crazier with their pranks to keep an audience. I knew the pillar would collapse at some point and a true thoughtful rebuild of the whole ESO game mechanics would need to be made. Fast forward to 2022 an we have oakensoul which was like 6-8 always on skills and mara's balm which is like templar purge+ living dark + extra healing. This was the epitome of a grotesque abuse and destruction of that pillar.

This is why it did not matter if oakensoul was missing 5-skill slots when it was first released. Contrary to what people said.

Now let's not drag this any further and get straight to the point.

What does skills have that procs do not? Have you guessed it? Hint: It will always be the reason why the game is broken. You know what it is.

MOST PROCS COST NOTHING!!!


EDIT: You might say "procs have cooldowns" but besides the spammable, how many times are you really hitting your other skills? Probably around the same frequency as the proc goes off.

This is why the game will stay broken. My solution is simple. Make all procs cost resources. Whether it is their strongest stat or ulti. Once these sets cost scaled according to the skill and damage they do, the game will be balanced.

For example. Let's look at the always on oakensoul.


There can be this:

Oakensoul depletes the highest stat resource (if it's weapon damage, stam...if its spell damage, mag...if they are equal it the higher pool of the two.) 2000 per 5 seconds. If it doesn't have any resources to consume, the buffs stay off for 10 seconds.

or we can have it deplete Ulti.

For mara's balm each heal takes resources as much as it heals end of story. The purge also takes resources.

You have to understand that this OP set concept can't go on for long without being left uncheck. What's next? Capes? Wings?

Would you rather have an OP set that stays true with no real nerf and pay the resources comparable to what the set does or have the set unimpeded for 3 months then handed down a nerf. You will NEVER be able to have it OP and stay OP. What would be the next broken set that they can use to get you to buy?

The DPS will drop dramatically. DPS doesn't mean anything. ZoS controls the difficulty of the dungeons. If your DPS goes down to 10 across the board, zos can adjust every dungeon and make it feel like you have 250k DPS. It is when ZoS thinks just lowering health of bosses by 10% will make a difference that we get problems to adhering to the adjustments to things in the game.

They need a huge overhaul and shooting in the dark isn't going to cut it this time.

    Procs have a opportunity cost associated with them, as well as a COOLDOWN.
    Unlike regular skills, you cant "spam" the same proc back to back.
    And yes I'm aware of mara, which is getting back on track with a cooldown added.
    Procs in this game are more like cooldown skills, hence no resource cost.
    And due to the scaling mechanisms they have, stacking many procsets will leave you build severely lacking in other areas.

    It's because it's a class based MMO that tries to do PvE and PvP with largely the same ruleset. Balance is a pipedream under such circumstances.

    The reason the game will never be balanced is because the game won't live long enough to get balance. It's a 9 year old game with major changes to the combat systems every 3 to 6 months. At this point in an MMOs life, the only things that should be shaking up combat systems are 1. new sets, 2. new classes, or 3. new skills. These are all self-contained things that can be tweaked without harming other combat systems. But with the refusal to balance PVE and PVP separately, there is no way to really balance the game properly without kneecapping a class or two in PVE or PVP for the sake of balance in one or the other. The game itself is still making money, but MMOs aren't super profitable in the first place, and once countries like the US get a grip on reality and ban gambling mechanics in videogames (loot boxes), which will happen in the next 5-10 years guaranteed, this game will lose its main source of income and be put on life support indefinitely until the servers are eventually shut off unless the game gets rid of that source of income in favor of something that REALLY pushes retention time on its players; as in adding lots of cosmetics and things that bring you back into the game, that can be earned by playing the game in a reasonable timeframe like WoW does. And people wonder why that MMO is still up and running.

    TLDR: the game will be gone before balance can be achieved due to a combination of the imbalance of the two game modes, and the fact that loot boxes are slowly but surely being banned in most countries which will kill off the game's main source of revenue.

    I mean, proc sets are indeed an issue with balance.... but it would make no sense for these things to cost something since like someone above said; they have usually pretty heavy cooldowns and a requirement to proc. The problem is more the fact that ZOS is now creating more and more OP proc sets with lower cooldowns and easier to reach requirements. As they roll out more and more of these proc sets, the abilities tied to them seem to matter more than actual class+weapon combinations and rotations. I've also said time and time again as a PVP player; I do not fear classes, I do not fear any guild/weapon skill lines, but I do fear quite a few proc sets.
    And honestly, I think this is just why the set design in this game was problematic to begin with. As more zones, dungeons, trials, arenas, and whatever else are released.... they have to think of more different, interesting, and unique sets. Especially now with mythic's, which seem to be their way to sell new chapters, things are getting even more messy.... and it will probably just keep getting messier and messier with every new chapter, it's DLCs and the 30+ sets that come along with them.

    Oakensoul isn't a procc, it's a bunch of always on buffs. You can have it cost resources, but then so should slimecraw or rattlecage. Of course, that assumes named buffs are the only problem and a set like burning spell weave or war maiden shouldn't also cost resources to use. Essentially any set that isn't just adding raw stat would need to lower or cost a resource, which is fine if you want the game balanced around nonset gear. It would make for some fun theory crafting (is it worth losing 6000 health to and 300 weapon/spell damage?) But I don't think making every set a kiss/curse would fix any problems or be much fun.

    The real reason it will never be balanced is PvP.

    It's literally impossible to balance a PvE based game with PvP mini game. The skills and items are all based around essentially group PvE content not PvP.

    The only way you could would be to have PvP only skills and items and PvE only skills and items. Anything else will never work.

    I'm afraid that isn't feasible. Additionally lots of proc sets already have requirements. Bahsei requires you to maintain at around 15% mag with is incredibly difficult, kinra requires you to stack which is hard to keep up. This kind of solution would make basically all proc sets unusable. We would then be left with only straight stat increase sets which would make for incredibly boring builds with little to no skill required. They could around this by making a 3rd skill bar available but that would also create an issue with front/backbar sets.

    It's a mmo and no mmo is ever truly balanced. There are times and instances where a DoT build will perform better than a burst build and vice versa. There are times where a specific class is preferred because of a class only skill makes the difference in content for success or failure for a group.

    This game sets add another complexity to balance as not all classes will benefits equally from each set of gear.

    Anyone looking for a mmo to be balanced really haven't played MMOs all that long.

    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

    Unless you make the two game modes identical in some way. Although I'm sure people would be shocked and bewildered when their opponents start strafing side to side, instantly casting their powers, and not agreeing to stand in stupid like they currently do.

    You don’t make any sense.
    -procs sets have existed before mythics, since the beginning of the game.
    - oakensoul doesn’t have procs.
    - you never established why smart healing is a pillar of the game tantamount to the 5 skills slots and what it has to do with balance.
    - Proc sets have cooldown and many even have proc chances. You can’t reliably spam them.

    Soooo...could you explain to us what resources we're supposed to use for Skills, dodge-rolling, bashing, sprinting, and blocking, if they're being eaten up by proc Sets? This would, as someone else said, literally render proc Sets unusable; you'd have little to no resources to use for actual gameplay.

    As others have said, the game will never be balanced unless ZOS finally splits PvP and PvE. Too often things that are too powerful in PvP get nerfed both there and in PvE, and occasionally stuff is deemed too OP in PvE and when it gets nerfed, it carries to PvP. With two completely different gamestyles having to share the (mostly) same rulesets for Skills and Sets, there will never be real balance for either.

    It's literally impossible to balance a PvE based game with PvP mini game. The skills and items are all based around essentially group PvE content not PvP.

    The only way you could would be to have PvP only skills and items and PvE only skills and items. Anything else will never work.

    As a launch player, "PvE based game with PvP mini game" hurt more than I expected.

    It's just railing against reality. With the exception of Undaunted, the original skill lines were all heavily focused on pvp, with the devs expending a lot of effort on making more abilities relevant in pve as well.

    A skill cost me resources only when I use it, a Mythic is almost always on (used) so you would never have resources unless you took it off.

    You could put resources into regen instead of Weapon, Spell, Mag or Stam quit trying to have it all.

    I disagree, even if they split the sets and what they do in pvp and pve, it will still be imbalanced because that is part of their business model which was copied from an other MMO that is on it's way out. The problem is I am trying to save a MMO while you all are just going for the ride no matter if it's leading off a cliff.

    You all still never told me what you expect the next chapter sets to be. What do you think it will be?
