CP Sky-Rocketed then Dropped to a lower value

I just did a daily random, My CP after it was 1695 with no inlightment left. Then I turned in a daily Writ and seen my CP sky-rocket to over 1730. then It went back down to CP 1692???? Lowerthen it was before the daily random... This happened at about 9:50am US eastern time, on the PC-USA server.
