How exactly does this work? I see that I've earned one and it's listed under collectables. The description says it provides a passive when carried. However I can't find anything for my character to carry. Nor do I see it listed anywhere as a passive ability currently in effect.

The keepsake means that you now have a chance for that perk without having the companion summoned. Nothing to carry with you, it's applied all the time. Account wide as far as I know since the keep sake is in collections and the account wide achievements means all your alts automatically have it as far as I know.
I have gotten the extra potions from Bastian's and the extra sacks from chests from Mirri's on alts that have done nothing with the companions beyond their recruitment quest. Haven't tested it on alts that have not recruited companions though.2 -

I'm 90% sure toons that haven't recruited any companions still get the keepsake passive.
