Tamriel is a busy place, so path maintenance is of the utmost importance! Imagine the chaos that would ensue if couriers and hirelings were slowed by potholes or fallen trees.
An attitude of gratitude works wonders. Apparently, someone must build the roads... Northern Vvardenfel is a mess trying to follow those paths due to lava flow. It's gotta be done...

or find a slope that a geriatric one legged guar could make it up but are blocked by an invisible wall so you have to run around looking for the "path" that is often steeper than the first slope you found.
