Molten Whip not affected by Reduce cost jewelry enchants

Reduce cost from Light and Medium Armor passives appear to be working fine, but cost reduction from Jewelry enchants don't count, intentional or bug? I thought maybe it should be at least 50% effective with split resources.

N00BxV1✭✭✭✭✭I can confirm the cost reduction isn't working properly with Magicka Reduce Cost Enchantment and Stamina Reduce Cost Enchantment. But it does work with Tri-Stat Reduce Cost Enchantment.
Here's the steps that I took:
- Reset my character to a blank build.
- Slotted Molten Whip but nothing else. ie. no other skills, no passives, no champion points, no gear etc.
- Noted the Magicka and Stamina cost of the skill (not leveled). (Magicka: 1148, Stamina: 1148)
- Equipped a non-set white cp160 necklace with Infused trait.
- Tried a cp160 Magicka Reduce Cost Enchantment = Not working. (Magicka: 1148, Stamina: 1148)
- Tried a cp160 Stamina Reduce Cost Enchantment = Not working. (Magicka: 1148, Stamina: 1148)
- Tried a cp160 Tri-Stat Reduce Cost Enchantment = Working. (Magicka: 983, Stamina: 983)
