I think the reason is that they aren't that much of a nuisance in terms of outgoing damage, they don't really need to be taunted as some other adds in certain content need to be taunted to avoid killing group members.

I see, but your post was about not being able to taunt the small adds of this boss with other means than Puncture from One Hand and Shield, and while I can understand the frustration about them designing adds that can not be range taunted, I think the reason for that is that these specific adds don't deal enough damage on players to actually warrant being taunted in the first place. They also seem to be programmed to automatically be drawn towards the boss location when they spawn.
