What is the Tales of Tribute Clue Card upgrade chance?

At some point in time, around the time that I unlocked all decks, I stopped getting clue cards. I have 15 left to upgrade. I've been playing three accounts, playing through the 3 tribute wins for NPC games (9 wins/day), and I haven't received a single clue card for a few weeks (at least 100 wins, if not more). It almost seems like maybe they just don't drop now, or at least, they are not dropping through NPC games. Please advise the issue.
