Well, this patch it is viable. Not so sure about next patch. The sustain nerf from the current patch hasn't hit StamDKs in PvP just yet because Oakensoul can compensate for it. But with Oakensoul getting some hefty nerfs next patch I fear stamDKs will be a lot weaker next patch, even if Whip will have a hybrid cost (which I don't think is that useful actually).
Time will tell I suppose. Unless anyone on PTS already got something figured out and wants to share it here.
As for your other questions. I'm not sure I understand the first one correct. Of course you need to slot an ability to use it. Some passives require you to slot an ability of a certain type to be active.
And yes you get your skill points refunded for curing lycanthropy. That wasn't always the case so that's why there is conflicting info out there.
No I’m not asking if you have to slot an ability to use it. I’m asking, do you have to slot an ability of a skill line to get the passives of that skill line? For example do I need to have an ability such as spiked armor from the draconic power skill line in order to have the iron skin passive active?

Would the Templar class be better suited for the Spartan/Greek archetype?
