When will we see new personalities and other character customization content?

Feels like ages between every new personality and/or other CC related content, why is this? Certainly seems like an area ZOS can generate some serious revenue.
Personally the only thing I like to spend crowns on are stuff I can use to make my character more unique, to bad most of it is outfits and motifs.
