What Are the Mechanics of Kraglen's Howl Set?

Simple questions that I'm hoping someone has the answers to.

(4 items) Adds 129 Weapon Damage
(5 items) After an enemy you've recently damaged dies, you let out a howl, granting three allies within 15 meters the Heed the Call synergy. Activating the synergy gives you and the activator 12 Ultimate. This effect can occur once every 20 seconds.

How exactly does this set work? Its language is ambiguous at best.

How long is "recently" in "recently damaged"?

Does the wearer receive: 3 synergies created * 12 Ultimate per synergy activation = 36 total Ultimate per proc or does the wearer only receive the 12 Ultimate once?

How does Harmony interact with this set, would it buff only the synergizer's Ultimate received or would it also buff the Ultimate that is returned to the wearer even if they are not using Harmony jewelry? What happens if only the wearer is using Harmony but not the activators? Does this set even work at all with Harmony?

What happens if more than one person is wearing this set in a group? Would you receive the 36 Ultimate from wearing it plus another 12 Ultimate from activating the synergy for someone else for a total of 48 Ultimate each 20 seconds?

Finally, has anyone found any interesting use-cases for this set because I have literally never seen it talked about.

I think the main reason you didn't see anything about it is that it is not that strong, and builds that would probably be most interested in it (tanks) will have to farm weapons for it, which is meh.

That's definitely true, though I was thinking about it more from a group PvP perspective.

If it works the way as it is worded and also works with Harmony you would approach 3 ult/sec for the wearer and you could stack it with Arkasis or Dead-Water's for rapid ult-dumps.

Makes sense that nobody has experience with it, I suppose, since farming the Stonethorn dungeons is not exactly anyone's definition of a relaxing time.

I tried using this set before with a friend. It seems like it gives more ult than it says and it was over time or something. Would also like to know how it truly works.

Apologies that it was such a long time coming but the set provides 3 synergies to 3 different group members, with each synergy providing 12 ultimate to the synergy taker and another 12 to the wearer of the set (so 3 * 12 = 36 total ultimate for the wearer per activation).

What I recently discovered is that Harmony does indeed interact with the synergy and you can increase the ultimate generated from it from 12 to 19 if you have 3x golden Harmony jewelry pieces. The ultimate received by the wearer of the set is unchanged, however.

Overall, the set is actually pretty good for selfish ult-gen and it adds a bit of group support in the way of ult-gen and resources return from the Undaunted synergy passive as well.
