EU PvP servers make no sense

ZOS, why - during the PvP event - are there two below level 50 servers but only 1 no-cp no-proc campaign?
Both below level 50 servers are dead, while people are forced to queue for >30 minutes to join a laggy campaign that clearly can't handle all the people on the server. Just why?
