You likely have done the stuff with another char. In my own experience after taking long breaks, it's easy to remember having done the content but diffiult to remember when and with which character.

Did you log in all your characters before completing it again on the 1st? The achievement only shows if the character has been logged in since the start of account-wide achievements, so if any were not logged in before doing it again they may have done it but not been credited under the new system since it hadn't "seen" it as complete.

I'm not quite sure what you're saying but it sounds like it might be the cause - chars weren't in for a long time and if account-side achievements reset quests, that would explain why his Arteum and Summerset (at least) was reset.
You'd only be able to tell now by not being able to "redo" it on that character that had previously done it.
If a char did the quests years ago, and now showed they hadn't done them, is the question. I was going to check by looking at other chars doing them but I guess getting the achievement prevents that?
Turns out, each char gets the achievement separately. I did have one other char who did it.
This is weird. On the char who just did the quests, he got achievements dated like 8/1/22. But now when I look at the achievements, it shows the older ones from another char.

You logged into Character B, thought it curious you didn't have the achievement so completed it getting the recent date.
You then logged into Character A, which updated & overwrote the most recent achievement date, with the original date when you first completed it.
