For dual wield, how do enchantments work on the two weapons?

Trying dual wield again after many years. I have forgotten how enchantments work on dual wield. I seem to recall (from long, long ago) that the weapon in the left slot hits two-thirds of the time, while the weapon in the right slot hits one-third of the time. Is that correct? Or do I remember all wrong? Anyway, could someone please explain to me how to use enchantments on the two dual wield weapons? Should the enchantment I want most go on the weapon in the left slot or the right slot? Or does it matter? If I am asking the wrong questions, please just tell me what you think dual wielders need to know. Thanks.

    I believe the main hand will be triggered first for the most part and when that is in cooldown the offhand enchantment have a chance to proc. I put my prefferable enchant on main. main hand seem to need recharge a little bit more often.I have no idea how they are prioritised.

    They alternate. This is why you don't want to have the same enchantment on both weapons as they will share a cooldown and effectively you will only have one enchantment.
