Legion's Arrival clue already dropping

I read in the PTS patch notes that they would fix the bug for the Legion's Arrival clue for upgrading the Reinforcements card, but it seems it's already dropping after the maintenance today.
I have no idea where to get it, here's the screenshots if anyone could help

Isn’t there a graveyard nearby ? North of the garrison. I think.

It's in Bangkorai, south of Evermore, west of Pelin Graveyard.

Sorry I picked it up before taking a screenshot of it on the gound.

I hope this issue has finally been resolved. I can not play the founders until my decks have been fully upgraded and the only upgraded card I had left to collect was Legion's Arrival. It's been weeks that I've waited for it to drop!

Fully upgraded decks was not a requirement for me to play and beat the founders and unlock the Orgnum deck.

Just have to reach level 8 and you can play Founders. I’m still missing 3 card upgrades and was able to play them all.

This is not true, a lot of people (including me) have had Orgnum for a while now.

@ZOS_GinaBruno @ZOS_JessicaFolsom @ZOS_Kevin can someone of you tell us if there will be a book for Legion's Arrival Clue (Item ID 190927) in the next updates? I do not want to loot it until you added the book to the library because we all know this will be bugged for 1-2 years if we loot it right now and will leave a missing book in our library.

To be honest i really don't get why this card had to be a clue - before it was 2 cards each set from a clue and 2 from another source. now its Pelin 3x clue 1x another source but that is another question.
Same with why you skipped over 2600 Item-IDs for this clue and make it really hard for us to find in the game data without looting the clue.

Can do a big brain move like me and acquire an additional copy of the clue (I stored the first one in the bank, then eventually rolled another one on the same char to actually acquire the card) for this exact reason - knowing that it will be an eternity - if ever - until the EM entry is actually made for it.

Following every other deck, Legion's Arrival should have been a reward for ranking up. However, it seems that absolutely no one in the entire chain of command did the math to figure out that if your max rank is 8 and you start at rank 1, there's no way you can go up a rank 8 times. It should have then been a reward for completing the tutorial and gaining access to ToT ranks (effectively going from 0 to 1). But then again, I'm just a player, I don't have a degree in game development, so maybe there's some magical reason, that I'm not seeing, as to why it totally made sense for it to end up in this situation.

Damn you are indeed a genius. Will do that with the backup clue but still not sure if i want to read it, because if they decide to switch up the item-ID then the book can also be bugged later...

Talking of backup clues, can you actually gain a copy of a previously gained clue that has already been used to upgrade the card? Asking for a friend who gained upgrade clues for different cards on different characters, used them, found they were account wide, and is now stuck unable to complete eidetic memory on ANY character unless it's possible to get repeat upgrade clues of the same card.

Allegedly, it's possible to obtain the same upgrade on another char (where you've yet to earn it). Not sure if it's specifically tied to EM or not. In either case, though - just gotta roll those upgrades on other characters and then send them over via bank.
