This isn't game breaking, but odd. The Tribute NPCs at The Sugar Bowl in Rimmen, Northern Elsweyr, are gathered around a coffee table near the ground level entrance.
Meanwhile, in the adjacent room, there is a completely unused Tribute table complete with banner hanging above.
