Veteran 10 - how to lvl skills?

So, the question is, when i reach veteran 10, how i will lvl for example light cloth? or other sort of skill..or should i respec now? ( im vet5 )

I would assume you do it via pvp, Cyrodil daily quests or lots of mob grinding.
I've got everything I want and potentially need situationally already leveled.
