If you can't progress the quest when inside the house on the second floor, try sneaking. Then it worked for me.

Had to go back down to the first floor then sneak up the stairs, but once I entered the room again, it progressed.0 -
Not progressing for me.
Edit - I had to sneak downstairs and then log out and back in to make it work.
