I just tested this on PTS. He does not stick around after you finish talking with him. I wish he did. One could test if not finishing the conversation would allow him to stick around. I mean if you already have the achievement, no point in making him go away forever.

I wish we could see him return to Castle Ravenwatch from time to time (he promised to visit, after all), not to mention update the NPCs there and their acknowledgement of our Greymoor accomplishments - but I definitely don't expect that level of attention to detail and change in the world state.

Did he always leave before AwA btw? Or could you return back to him at any time?

Reworked the repair states of Orsinium to be driven off quest completions in Wrothgar instead of achievement progress. The key quests are For King and Glory, Blood Price, The Hand of Morkul, Blood and Faith, and Blood on a King's Hands. There's a theme with some of these names, eh?
There are a number of changes related to achievement completion in the PTS notes for Update 35.
Blackwood:
- You can now repeat the Adoring Admirer encounters on additional characters.
- Note: Due to the manner in which this was rescripted, you have the option to redo it on the original character that completed the Most Admired achievement if you so desire.
Deadlands:
- Fixed an issue where the House of Whims services would give you the wrong greeting if you completed the “Treat Yourself” achievement on another character.
Markarth:
- A Friend in Need Achievement
