I might consider scratch an A tier card. It can pretty reliably be picked up without sacrificing being able to create a write of coin for the turn. On top of that, it either get's the ball rolling on pressuring the opponent via prestige or helps turn the Red Eagle button into a more consistent resource.

So under combo conditions it gives 5 points of value. A luxury goods and 2 power. Quite good for the early game when you need that occasional extra gold oomph to get out of orbit.
