skill gap is more important than proc sets?
I'd rather compete with light attack weaving players than deal with proc sets that have little to no counterplay. I can only perform so many actions per second according to the way ZOS designs combat but a proc set can proc on top of player actions, effectively making 2 actions vs my 1. That's "healthy"? I spend time learning to play the game only to get killed by undodgeable procs? But light attack weaving is the priority huh?
