Is she still voiced by Kate Beckinsale in High Isle? I'm having a hard time telling.

I do believe so, same as Emeric is still voiced by Bill Nighy. I suppose Jorunn chose to remain in Windhelm because Peter Stormare didn't reprise his role.

Probably also because, if you haven't finished the quests in Eastmarch yet,
he's still comatose from being poisoned by his own brother.

Prior to starting High Isle I saved Jorunn in the main quest first and then completed the prologue and Western Skyrim quests. So I was surprised he did not make an appearance.

As there's a lot of dialogue this time, I think it would have been too much effort to voice everything twice, and then let either Jorunn or his son appear, depending on Jorunn already been saved by the player in the main game or not.

In Western Skyrim is was only a short appearance, if I remember right? Now I'm wondering if Jorunn also appears there if the Eastmarch quests haven't yet been completed.

A bit odd, because Peter Stormare has been the one to return the most. He also seem to find voice acting quite fun to do, but it's possible he was simply too busy.

Yeah I did some comparisons on her with the other version of her that is still standing in Skywatch and it's definitely her. Just sounds a bit more mature, which I guess makes sense for the character considering everything that's gone down! :D

I believe her VA was changed following the release of Flames of Ambition. You can look for old videos on YT of Lyranth in ICP and compare it in-game.
