Hello GreatKuma,
overcharged makes a little change to your stats meaning if you have to much health for your level over your other skills you will become overcharged. you have nothing to worry about once your stats are balanced again you will have all your stats back to normal.
for example let say you put 10 points into magicka for a total of 100 magicka if it makes you overcharge you will probably get only 70 or 80 magicka but once the stats are balanced you will receive your full 100 magicka back.
If you still don't understand just Google overcharge stats and you will find a bunch of useful links about it
EDIT: Buffs, Potions and Enchantments can all affect your overcharge also!

I remove ALL items, clothes, and jewelry. I'm standing at the Shrines in my tightie whities. I'm still overcharged. Can anyone tell me why? And how to adjust it?

...umm...no, that's not what overcharge means at all.
Overcharge means you have hit the softcap for that stat. Any amount of that stat you add after that softcap, will only give you 50% of the benefit.
If we use your numbers. Lets say you have 90 magicka, and you want to put on a ring that has +10 magicka.
If the softcap is 90, then all 10 points of the ring are added after the stat is overcharged so you only receive 50% of those points leaving you at 95 magicka.
If the softcap is 100, then none of the 10 points of the ring are added after the stat is overcharged, so you receive all of the points & you have 100 magicka.
If the softcap is 95, then 5 of the points of the ring are added after the stat is overcharged, so you receive 50% of those 5 points & you have 97.5 magicka.
And just because a stat is overcharged, doesn't mean that it becomes worthless, or that you should re-arrange your stats to make it un-overcharged. i.e. if you want to only use weapon skills, then magicka is completely worthless to you. It doesn't matter how overcharged your stamina or stamina regen is, magicka will never be worth more than stamina for you.
The tooltip just says something like "consider rearranging your stats", it doesn't say "YOU MUST DO THIS OR YOU WILL BE GIMP." Which is what many people seem to read that to mean...just consider it, maybe you want to, maybe you don't.
