Sending items to other players on pc?

When you send an item to someone do you type in their character name or user id? Or either will send to their mailbox?

i've been playing ESO since 2013 beta and i've always used the @ user ID when mailing in-game

I've used both - I prefer UserID but whichever you choose, be SURE to spell it right! In game, the capital i (I) and the lower case L (l) are as identical as they are in text here, and that can be a real problem, as are non-English characters.

If you use @ID it mails too any character on the account, if you use Character name it mails to that character i think.
