Headless Sheogorath at Tales of Tribute table

So was heading to Grahthood to do my daily card game and when I reached to the table I see a Headless Sheogorath by the table. I don't have a high-end PC so stuff does take a bit to load in so I assumed it was a player wearing the outfit.......nope.
5 seconds later his head loaded in and he was t-posing while scooting around until he disappeared when he left the table.
I don't have pictures because again, I assumed was a player that has not loaded in yet. I checked the area and could not find anyone wearing the outfit or looked like Sheogorath. I do not know why this happened since I am unsure if the Sheogorath model is used in a Grahtwood quest or in someway and it some how got loaded at my end.
Felt like sharing because this is funny yet weird experience because it's something Sheogorath would actually do

Yes he is. No spoilers, but he's involved in a quest in that zone.
Doesn't answer why he appeared there, but it is possible he's in the zone memory.

And this is why I also mentioned I have a slow PC and everything takes forever to load.
I thought it was a Player loading in because anytime I move in a populated zone too fast everything is shadow people and missing structures until 2min later when his head popped up.
Even if I did take a pic of headless Sheo people would think its just a headless player so I did not bother taking a photo until his head popped up which was already to late.0 -

Then thats why he most likely showed up then. Might be some server issue.0
