All of them. The npcs do not make posts.

Fault lies with ZoS for not balancing PvE and PvP separately. It's not the PvPers that are "destroying" the game, it's that outdated concept. ZoS can balance things separately so the game engine / code can handle it, they just do it very rarely. PvE players also often use invisibility, and crouch is required by many PvE quests. Especially thieves guild, or thieving around. So your proposed change would massively impact PvE.IMO Oakensoul needs the Thrassian Stranglers treatment. Buffs from Oakensoul are lost if you remove Oakensoul, go invisible, or crouch.

I don't get why players are even asking for a nerf here... it seems the 'easy' to kill targets in PvP can now finally fight back, and PvP players do not like losing those 'easy' kills. It has been proven many times, oakensoul performs worse than a good two-bar player. So there is no issue at all.
Just disable mythics in PvP entirely, or we will run into this issue again and again on any new mythic release. Or ZOS should stop thinking about PvP entirely when creating new items, as PvP will always be unbalanced anyways. PvP is currently severely crippling item diversity in the game. (Edit: Or balance PvP and PvE separately.)
So only those who think something is too strong are complaining? By that logic there must be a lot of PvP players being okay with it but not saying anything. And there's not a single post of PvE players claiming that Oakensoul is outperforming a 2-bar-build so it's actually weaker than that.
In the end it's NPC's who can't say anything (and even if they could Oakensoul is dealing less damage than a 2-bar-build), PvE players who enjoy it and tell it in those threads and PvP players being okay with it but not saying anything VS PvP players complaining because they don't want to or can't adapt to a change of playstyle.

Make it a pve only item. That’s what it was intended for anyways. To help people with various issues compete a little more in dungeons, arenas and maybe trials.
