How do you progress in level?

I’ve been stuck at Trainee 2 level (as shown in the picture above) almost from the beginning. I’ve run ToT dailies, High Isle dailies, I’ve played ToT against NPC and other players (both rated games and unrated games). I’ve won some and lost some in both rated and unrated games. It appears no matter what I do, my ToT level won’t progress.
What is it I specifically need to be doing to get my ToT level to increase?

You progress by winning matches and do ToT quests. The bar should move at least a bit.0 -

If there is any advancement occurring, it is so infinitesimal as to not be visible to the naked eye. If that is the rate of progress I can expect to level up, the amount of time I would have to give to ToT would not leave me any time to do other things in ESO.0 -

Is something broken or is it just me? Just noticed there’s not a lot of info about ToT progression at all. Like I just wanted to find a ladder that explained how much exp it takes between Roister levels and I can’t find anything.0
