Coldharbour's Favourite, bugged?

Dueled a random person i Gonfalon Bay, ten minutes later Honor popped up without me dealing any type of damage to anything. It's the first time I've seen Honor pop even though I've been using the set in two different levels (4, and now 24, until I craft again around lvl 35); I've done numerous random dungeons where I've dealt damage, in a few of them even the highest damage of the group because it's random groups right. What's up with Coldharbour's Favourite, is it just a very bugged set currently?

I use it with Mad Tinkerer as I enjoy the chaos they provide together and it works ok for me. Honor usually pops up at the start of a fight to do damage but as most enemies tend to run towards you, he often explodes alone. I mainly notice him when he is in healing mode and that can be quite useful.

I also have Maw of the Infernal so we make quite a gang with pet and companion 😺
