Need some help

Last time i played was when summerset came out and i havent touched the game since. Recently i decided to buy the game though steam this time around(making a whole new account with my new email) but i did not like the look of the black UI since im used to the old way it looked back in 2014.(the black look with the UI is confusing for me and makes it seem like im playing on an xbox and ive never owned xbox) So i uninstalled and reinstalled it though the bethesda website ( using my old account info) and installed the game and found out it looks the same way! How can i change this? Id really like the old look back. If someone would like to reach out to me on discord my ID is KADXON#5898

I don't think Steam has any special interface, it just uses the game's interface. If the interface looks different than it did years ago, it's most likely because it's changed and not because you bought it through the Steam store.

There's no "new UI," luckily. I assume you accidentally accepted the "Accessibility Mode" prompt when you restarted the game, which was added with this patch and is confusing more players every week. It automatically turns on gamepad mode for some reason. The fix is easy:

Go into settings -> Accessibility -> turn Accessibility Mode OFF.

To be sure, go into settings -> Gameplay -> Gamepad Mode OFF.

Hopefuly that solves your problem, and you can get back to everything new the game has to offer since you've been gone! Welcome back o/

Ah, that makes sense. I don't know why I didn't think of it when the OP said it "makes it seem like im playing on an xbox."
