Silverlotus✭✭I just ran into this issue myself this morning. Ember is triggered properly (she sees the NPC) and I can do the action required before speaking to the NPC, but the NPC is not there. Reloadui did not work. Logging out and logging back in did fix the issue.2 -

proprio.meb16_ESO✭✭✭✭✭Yep, also getting out of Pulk, changing zone, and getting back in does the trick (but it takes just longer)... happened to me just now.
