Bug? - High Isle quest rewards - Dungeon set items

Just completed the quest in Amenos with Valentyn. At the end of it, the quest reward is Valentyn's Chisel and it comes up as a piece from the Essence Thief set (White Gold Tower set) rather than a High Isle set. Is this intended or a bug?

Alright, thanks for checking and confirming. Was not expecting dungeon pieces to drop from overland quests

I thought I was going crazy getting Ancestral Orc Pariah gear from a quest. Also gotten Kynmarcher and Nikulas. I was sure this was a bug as it wasn't mentioned in patch notes, so very interesting to hear this is intended!

Got a Draugr's Rest sword, named Shepherd's Blade for completing the Breakwater Cave delve quest.

So much for that BoE helm of the lich helmet I got at a dolmen back in the day being rare anymore lol.

Is this to entice new players to seek out dungeon sets in the base game? I can understand advertising Wrothgar via dropping Pariah this way, but a vanilla dungeon set?

Part of the reward of buying the new update are the new sets. Yes, there are plenty of sources for the new gear to drop, this probably doesn't upend the loot table. However, I'd be disappointed to be rewarded old gear from a new update.

It is a pretty interesting way to get new players, or players who otherwise have avoided dungeons, into dungeons. You get this interesting piece of gear, that you now want to get the bonuses for, so the chapter pushes you out into the greater ESO world to get the rest of the gear.

This level of interconnection has potential.

Agreed. I think this is a really interesting way to get people into group content.

One thing I am curious about, though, is that some of the gear has pretty weird enchantments. As seen in image above with the Seabeast's Ribcage, it has a health recovery enchantment (usually only seen on jewellery). Similar, I have this shield with a stamina recovery enchantment.

I wonder if ZOS would ever broaden the enchantments available on gear.
