How to complete "Dueling Tributes" daily?

I've done both an unranked duel and dueled a friend but this hasn't progressed anything.

    You have to get daily quest inside chapter house from Kisha, and her brother. Look for blue arrow above their heads. Note, you have to play the tutorial and speak to Chapter Leader.

    Seems like it was just a random bug - unranked duels are now working
