If continuing to support consoles released nearly a decade ago is why a game can't evolve, maybe support for them should be sunset. Or, maybe the game splits into two different branches. New features get added for newer generations of consoles/PC. Older generations of consoles get the updates they can handle.

Could give a crap about PvP, but chaining this game to consoles is a real problem and this can't be said enough. I'm not even talking about the stupid 5 button format (I've got a whole keyboard, why are addons to use it necessary?) I know, I know, it's monetization, there are more consoles so there you are. But hey, PC master race man. All the way.
I completely agree with tying this game to last generation consoles is a real problem. If you're looking ahead thinking about the future of this game and how it will evolve, that doesn't bode well at all.
Way back, the concept of the "killer app" was a thing - software that is so awesome it drives hardware adoption and purchases. One early example was Myst. CDs were a new thing, and most couldn't use them on their rigs, but being able to play Myst meant forking over the money and completely overhauling your system, just to play it.
If ZOS made a game, or an expansion, so awesome that in order to play it, you had to upgrade or buy a whole new console in order to do so, would people do it? Times and technology have changed, but that much?
I'm disappointed to come back after 3 years and find that no new PVP features have been added. Beyond updating 2012 hardware. No new class since Necro, no new combat skill line since Psijic? I think Mythics are the one thing that is different? Supposedly this is because of old consoles holding back the game? The new feature of this years chapter is a card game. I can go play MTG. Fixing the lag is a big leap forward. Adding new features in PVP while having the lag issues would be foolish.
Also you left for 3 years, without contributing to the game, and without providing a feedback of what you want from PVP , I say you are quite lucky PVP is still here, the probability of having new PVP features is as high as the probability of shutting it down completely.

What a terrible point. I left for 3 years because of the terrible performance and the complete lack of anything being added to PVP. I wasn't going to continue to pay or spend time on a game that wasn't making any improvements to the main thing I play the game for, PVP. As soon as I heard that the servers have been upgraded and PVP was smoother, I'm back and reupped my ESO+ and bought the new chapter to show my support. I have no interest in the new chapter. The Bretons are my least favorite race and I don't care about a card game at all. But I did it to put my money where my mouth is, PVP server upgrades means I'll pay again. I wouldn't say I'm lucky PVP is still here. If they dropped it completely it would make my decision very easy. There are a million other games I can spend my time and money on.

Also looks like they fixed one of your main issues - the lag! So why not taking it slowly from there, give PVP a try, see what else you would like to see improved, and come up with a constructive feedback.

PvP is one of the largest pain points in ESO and you just say go give it a try, PvP Pain Points are the same, even without major lag issues because Balance is generally terrible. People get sick of the whip-lash balance, so they leave. There's been no meaningful PvP updates since Elsweyr, so it's basically in the same spot it was when OP left.
