getting to High Isle?

Call me dense but I am completely lost. Didn't play for quite some time, just downloaded the High Isle DLC, and I am utterly lost. The only lead I found in some ESO wiki is to accept the quest form the Orsinium ambassador. I found Lazgara but she won't talk to me without letter from Forge Mother, which I don't have (and I don't see Stuga around, besides, I have a feeling it is a dead, unrelated end, linked to Orsinium DLC, not the High Isle?).
