Ascending Tide Scout not unlocking

Cannot unlock this achievement.
I have done it on 3 characters so far. Originally completed the in game achievement april 20th. Afterwards i have beat them on other char on normal and veteran and havent gotten it to unlock. I have submitted a ticket and a bug report.
Please help as this is my last one

✭✭This may be something connected to Xbox rather than Zos specifically.
Have you tried contacting Xbox Support?Altoholic, Frost Warden Sympathizer and Main

ThoraxtheDark✭✭✭✭Achievement was unlocked , only after making an EU char , leveling it to 45 then spending 20 more dollars on the dlc again. Of course zos wont refund me though. Because ive gotten 5 separate emails indicating they are incapable of helping someone unlock an achievement that was glitched for a user.
