[BUG] The Lock and the Legion Quest - Lost and Confused

I edited the title because with the help of very helpful member of the community, it has been figured out my quest markers are bugged. Scroll down to later post to see screenshots of where the quest markers point me.
**Spoilers** (not much)
So, I finally stumbled into the arena while others were there and beat it! Hooray! I was quite excited that in the box was 300 Tel Var stones! When I took them out of the box my achievement popped for gaining 1000 Tel var stones (not owning, I still only have about 650 in the bank, which includes that 300), but hey, better than nothing. I carry on and grab the next quest.. draw some graffiti on the wall.. and now have no idea what I need to do.
I need to meet with Captain Regilus, but have no idea where. From earlier in the quest I recall the drake telling me they normally meet in the sewers, so I head there.. go to the sewers from my home alliance base.. no quest marker except on the door BACK to my alliance base! So I go, it leads me back to the district, and I look around.. there is a quest marker... where it looks like is another factions "safe" drop zone. I went into the sewers, passed into another set, and still no quest markers!
Has anyone else had trouble completing this quest? I have no idea where I need to go...

✭✭✭✭✭No but it was getting late so I gave up for the time being. Tonight I can be on longer so sometimes before/after/between trying the new normal dungeon runs I shall try again. I'm determined it's in the sewers, as the quest marker appears to be a different alliances "safe" drop to the district (I think), but then when I go in the sewers the quest markers lead me to the district.

✭@MissBizz I had trouble even finding the first quest marker lol but that character had basically just stepped into to Cyro to get the two skill points and alliance buffs originally. He hadn't completed going to the first temple to learn about scrolls so what I'm wondering is...

The VERY first quest was from the guy standing beside the guy that normally gives you the "normal" Cyrodiil quests I believe. By the tent by the normal Cyrodiil quest boards. That quest led to me the sewer entrance and then carried on from there. Or did you head to the entrance to IC right away and look for a quest marker there? Because yeah, I had to backtrack to my home base in Cyrodiil to get the starting quest. (forgive me.. Haha it's all good. I noticed a quest marker in the distance when I entered Cyrodiil.. but ignored it.. and ran straight to IC as well. Once I couldn't find a quest I was like.. "OOOOOOOHHHHHHHHHH".. and backtracked.

I realize it was RIGHT in the patch notes... but I think due to the fact when you open up the map and the biggest darkest symbols are for IC.. we obviously hav a tendancy to run straight there. Maybe it would help players if those icons didn't pop up until you talked to the quest guy? So then maybe folks would be more likely to poke around the main base to find the starter quest?

I agree.
For those fresh to the IC, the first time stepping in there I feel the tendency is to fumble through everything immediately in front of you at the base which would cause you to stumble upon the IC quest easily.
However, for those of us who have already visited and done the quests at the home base, I feel the tendency (and I been known to be wrong from time to time

This is why I find the quest markers misleading...
Picture of quest in quest log, doesn't state WHERE the Captain is...
This is what I see when I open my map in the district...
And here is where that quest marker leads...
Here is what I see when I am in my AD home base...this leads me back to the district.. so then I'm looking at picture #2 map again...
And if I go straight into the sewers from my AD base.. it points me to the door that leads me right back to the AD base...
As well, I went and took screenshots of the last quest step I had completed (marking the wall) as well as the map to show where that is...

That actually makes me feel a LOT better. I kept hearing people say they were done the main quest and was starting to think I was dumb.. lmao. I even started a character on live who plays WITHOUT quest markers.. so I'd like to think I'm resourceful at listening to the quest hints... hehe.

@ThatNeonZebraAgain Look at the screenshots I posted above. See the third one day showing the door? Look to the right in that screenshot and you see stairs, go to the other side of those stairs and drop into the way. high ground position. can't reach from same level ground. There're no ladder or something gimmick to
go up right there.
