Most of their mechanics are highly punishing even for tanks, and the time it takes to kill one is too long for only one player.
Honestly, I'm ok with that, instead of having to nerf them to the ground just like they did with dolmens and overland in general.
I just don't think there's good enough of an incentive to farm them considering the time it takes to kill one.

3 reasons
1 - They're in an older DLC zone and there's no event on atm
2 - Dragons require a larger group than a handful to successfully clear
3 - The rewards for taking one down quite frankly sucks and isn't worth the effort

Mainly the reward to challenge ratio. If something is profitable, there will always be some portion of players willing to do it. Look at the dolmens in Alik'r - they bring a clear profit in the form of experience, and even though there's no event and it doesn't require a huge amount of players there are entire zergs running around.
Every activity in the game must be rewarding, the more difficult the content the greater the reward to make the effort and time spent worthwhile. Even if it's just a reward based on RNG but if it's valuable enough people will still try to get it.
Without incentive there will be no one to make content.

Dragons are not "people". They don't even have human form in the areas we hunt them.
