No one is saying they have wanted it to remain as it was and be OP BiS. That's a poor way of trying to invalidate valid issues. This thing is largely useless for group play, when you'll likely get most of these buffs from others, and in solo play the big ones you can get from potions.Did you guys really want an op bis for any build item? Instead of simply scaling back the values of the unique buffs so they weren't so OP when stacked with Major/Minor buffs, they went the lazy way and just made it give a handful of perma Major buffs. It's not useful for anyone because it's too powerful for overland, not good enough for difficult solo content, and sucks in group play because the buffs you get are redundant with group buffs so you get more damage out of the Wading Kilt even if you're still only using one bar, and there's no reason for werewolves to use it over shapeshifters chain.
So no, they didn't get it just right, the made the worst mythic in the game - even worse than Snow Treaders which literally no one uses, because even Snow Treaders have a unique utility.

20% of this tiny poll say they'll use it, so "not useful for anyone" is not true. Not good enough for difficult solo content? Like what, vet Maelstrom? If you're having trouble with vet Maelstrom, one item won't fix that.
Not useful for group play? Arguable. Not everyone has perfect group buffs, and you can make new types of group combos with fewer "necessary" sets and skills.
Get more out of wading kilt? So? They're different use cases.
No reason for ww to use it? Ok... So?
If you're just mad it's not super awesome op for your specific character and intent, then it's not made for your use. Other people play differently.
