subterranean assault is not the only skill which has buggy effects with procs
arrow spray does not trigger plaguebreak and blastbones doesnt trigger basically any procs whatsoever for example
I did zero math or testing, but from just sometimes playing character who occasionally used setup with it, it went from "yea nice set" to "this is useless it does nothing".

that some skills that do dots di not proc this set at all, summons thst you use that do dots or proc a status effect that does a dot will not proc this set either. Skills that proc a status effect that has a chance to proc its dot will also not work.
ZOS should just say this is a bug and fix it asap because they ruined something their gsmers loved with some buggy mess that doesnt fit what the set is intended todo. As ststed above its not over powered anymore and takes some skill and planning to utilize. But this, this doesn't make any sense.

most summons (sorc pets, warden bear, necromancer summons, etc) dont do any DOT, what they do is actually classified as direct dmg
the only one which might have a dot component is the daedroth from maw of the infernal proc
