Yes, this exactly!
When I do dragons or other world events that are hard to solo, I sometimes try to make a group, but it's often not easy to get more than one or two people.
I think the dlc world event content would be more accessible if there was a groupfinder that bundle the people in a zone together when signing up. They could fill up till the group limit, and then start a new one, always filling biggest group first, so when player numbers fall from primetime, you can just leave a small group, and sign up again, being guaranteed a spot in the largest group currently running.
