I have certainly paid more to the fences to clear my bounty than I have to the guards. And I usually have to steal or stealth poorly in order to get caught just to increase the 'flee' related achievement.
Can't really do that in ESO since there are guards that are invincible, and you *will* pay a bounty, alive or dead, because it's removed from your corpse when they kill you...

If I accidentally steal in front of a guard or encounter a guard while I've got a bounty I forgot about, I'll either play the "I know important people" card or just cut and run.
Once upon a time I would just pay my bounty and be done with it, but for a few years now I never bother with paying bounties. My passives are high enough that large bounties go away pretty quickly, so I just avoid the guards and let my bounty go away on its own. I don't even use those two bounty-clearing documents, so I've got a nice little collection of those stacking up.

This is why I only steal around large bodies of water, NPCs can't enter deep water while you can swim out as far as you want... minus slaughter fish. If NPC/mobs do happen to enter deep water, they immediately despawn, it's freaking hilarious when you use an ability that causes knockback at the edge of shallow water on any mob and if they happen to land in the deep area, they get vaporized by the game.
